Mission Statement
The City of Massillon Engineering Department provides well-organized, and cost effective municipal engineering services to the citizens of Massillon, as well as other Departments of the City. We concentrate our efforts on designing/planning, advising, administering, and overseeing all public works improvements and subdivision developments with the aim of providing these services within the project budget and time frame while protecting the public health, safety, and welfare.
Engineering Services
The Engineering Department provides mapping, design services, and contract administration for municipal public works projects. These activities include roadways, bridges, sanitary and storm sewers, storm water management and other civil engineering projects funded in the City’s Capital Improvement Program, as well as any engineering work needed for other city departments.
The department manages and administers the resurfacing program for streets, sanitary, and storm sewer construction, surveying for municipal projects and traffic engineering.
Administration of the Subdivision and Site Plan Regulations, preparation and review of flood plain studies, and State regulated sanitary and storm sewer regulations.
The department maintains records of sanitary sewer laterals, subdivisions, roadways, bridges and house numbers. All public right of way improvements, privately or publicly constructed, are inspected by this department.
Other services provided by the Department:
Official City maps, assignment of street addresses, verification of addresses, issuance of driveway permits, event/street closing permits, and sanitary permitting. A Fee Schedule is available which outlines fees associated with the Engineering Department functions.

Resurfacing of Lincoln Way from 6th St SW to 32nd St NW corp limits, pavement markings to reflect diet study recommendation of single lane bi-directional traffic, and dedicated left turn lane from 15th St NW to 32nd St NW. Single lane bi-directional traffic, and dedicated left turn lane from 8th St NW to 15th St NW shall remain unchanged, as will pavement markings on Lincoln Way from 6th St SW to 8th St NW.

ODOT District programmed a new project ID. STA-SR 21-11.40 Noise Wall (PID: 117790) for tracking purposes. This project is in the queue to receive funding however, the Tier II Noise Program is fully allocated out to FY 2027.
2024 OPWC PROJECTS
LINCOLN WAY WEST INTERSECTION IMPROVEMENT PROJECT
The project is located along Lincoln Way (SR172) from 300' west of 1st St NW to 150' east of 1st St SW.
The project will consist of removing and replacing deteriorated sidewalk and curb, rehabilitation of drainage structures, new ADA curb ramps and the resurfacing of the failing roadway. For safety purposes, the traffic signalization will be replaced with new LED lighting and new mast arms and light poles installed. The project length along Lincoln Way is approximately 500 L.F. with width of (66') and a sidewalk width of 17'-18' on both sides. This results in approximately 119 CY of asphalt 1-1/2" thick surface and intermediate course. It includes replacing 5,632 SF of deteriorated sidewalk on both sides of the roadway, 472 LF of curb, adding curb bump outs, and rehabilitation of the drainage in the project limits.
