Massillon’s own Thomas Burgasser, the Street Department Operations Superintendent, has been named the recipient of the prestigious 2025 J.S. Sandy Sanders Award. This honor, bestowed annually, recognizes an individual who embodies loyalty, devotion, and a tireless commitment to making the City of Massillon a better place to live, work, and play. The award continues the legacy established by J.S. Sanders, who founded Progressive Chevrolet in 1937 with a deep commitment to giving back to and being involved in the community.

Burgasser’s dedication to Massillon is truly remarkable. Hailing from southwestern Ohio, he attended Cincinnati Elder and later earned a Bachelor of Arts degree from Walsh College. His career in public service began in 1983 with the Plain Township Fire Department. Prior to moving to Massillon, Burgasser balanced his role as a Security Officer at Walsh College with part-time work as a Paramedic for Clemente-McKay Ambulance Service of Salem.

His journey with the City of Massillon began on April 9, 1990, when he was hired as an EMT/Firefighter. Burgasser quickly distinguished himself, earning recognition as the EMS Person of the Year in 1998 and being promoted to Captain that same year. In 2000, he received commendation for his exemplary efforts during the Hideaway Lounge Fire. His leadership abilities continued to shine, leading to his promotion to Chief of the Massillon Fire Department in 2006.

During his 14-year tenure as Fire Chief, Burgasser continued to demonstrate unwavering dedication. He was honored with a Citation of Merit for his leadership during the Lincoln High Rise apartment building fire in 2012. That same year, facing the challenging reality of the city’s fiscal emergency and the subsequent layoff of ten firefighters, Burgasser spearheaded a successful mission to secure a $1.8 million FEMA grant, enabling the city to recall all laid-off personnel. This achievement earned him the well-deserved title of 2013 Department Director of the Year for the City of Massillon. His commitment to safety extended beyond fire response, as evidenced by his heroic actions in June of 2019, when he saved several students that accidentally slipped into the city’s storm drains.

After retiring as Fire Chief on April 9, 2021, Burgasser’s commitment to serving Massillon didn’t waver. He stepped back into a supervisory role in July of 2021, taking on the position of Street Department Operations Superintendent.

As he approaches his 35th anniversary with the City of Massillon this April 9th, it’s clear that Thomas Burgasser’s lifelong service to the community is the reason he is truly deserving of the J.S. Sandy Sanders Award. He is known as a wealth of knowledge and is always willing to lend a helping hand to anyone in need.
