The Civil Service Commission of the City of Massillon is a quasi-judicial agency made up of three members appointed by the Mayor (under Ohio Revised Code 124.40) and the members each serve a staggering 6-year term.
The primary mission of the Commission is to apply civil service laws and rules to the competitive examination, original appointment, promotion, layoff, suspension, reduction and reinstatement of any classified position. The Commission provides service to the City of Massillon, Massillon Health District, Massillon Parks and Recreation and the Massillon City School District, irrespective of race, color, gender, age, national origin, religious or political affiliation through competitive testing and certification of eligibility lists.
The Commission has statutory jurisdiction over employment-related matters pertaining to employees in the classified civil service.
Public Civil Service Commission meetings are held monthly on the second Monday of each month at 5:00 PM at the local government annex building located at 151 Lincoln Way East - Mezzanine level. Use the City Hall Street entrance and take the elevator to the 1st floor.

Examinations are held for the positions of Police Officer, Firefighter/Paramedic, Laborer, Custodian, Clerk/Secretary, Wastewater Treatment Operator, and certain other classified positions. Applications are not accepted until an examination is announced.
In order to be eligible to be hired to a position, an individual must take and pass the Civil Service examination for that particular position. After taking and passing the examination, the candidate is placed on an eligibility list according to his/her grade on the examination. When a vacancy occurs, the administration will send a request to the Commission for names for that particular position. At that time the names of the top ten candidates or the top twenty-five percent (25%), whichever is greater, on the certified eligibility list are submitted to the appointing authorities for consideration.
